Here the white and black wolves represent our values of good and evil. As in the world of illusion when you look into the black wolf's eyes you can see that evil exists only in the eye of the viewer.
In the physical world of illusion, opposites are constant companions. Darkness and light; good and evil, witnessed from the vantage point of our perception.
